Mrs. McLeroy was raised in Houston, and moved to Gonzales in 1984. She operates a farm that has been in her family since 1885. She is owner of the McLeroy Land Group in Gonzales, which conducts mineral title searches and negotiates oil and gas leases for various companies. She attended Southern Methodist University and the University of Houston.
Her community activities include director, Torch of Freedom Foundation; commissioner of the Housing Authority of Gonzales, a member of the Empowerment Board of Gonzales; member of the State Republican Executive Committee since 1996; chair of the Gonzales County Republican Party since 1990; member of the American Association of Professional Landmen since 1978; and a member of the Gonzales County Chamber of Commerce and Agriculture, and Memorial Heights Baptist Church.

Clifton L. Thomas, Jr. is a Texas A& M graduate and Founder/CEO of C. L. Thomas, Inc., a wholesale (Thomas Petroleum, Ltd.) and retail (Speedy Stop Food Stores, Ltd.) corporation. He serves on the DeTar Hospital and Wells Fargo Bank Board of Directors and currently resides in Victoria, Texas with his family.

Mr. Walker has been appointed to his second term on the GBRA Board, after initially serving as Comal County director from 1994-1999. Walker is retired from Wells Fargo Bank after 28 years of service in the New Braunfels office. He received a commercial banking degree from the American Institute of Banking and a graduate degree in commercial banking from the Southwestern Graduate School of Banking at Southern Methodist University.
He is a former member of the American Institute of Banking, the Bank Administration Institute, the American Bankers Association and the Texas Bankers Association. Walker currently serves as the Comal County representative on the South Central Texas Water Advisory Committee, is a board member and past president of the New Braunfels Industrial Foundation, a member and former director of the Comal County Community Fund United Way, and a committee member and past board member of the Greater New Braunfels Chamber of Commerce. His term on the GBRA Board will expire Feb. 1, 2011.
Oscar H. Fogle, Director

Mr. Fogle and his wife Susie own and operate Oak Hill Ranch, where they have a commercial cattle business and conducts several wildlife management practices. He is a veteran of the United States Air Force and retired from a career with Exxon Corporation. As a member of Exxon’s International Oil Spill Response Team, Fogle was a Deputy Taskforce Commander during the Exxon Valdez oil spill clean-up operations.
Fogle attended Texas A&I University, now known as Texas A&M-Kingsville. He is a past president of the Texas A&I Alumni Association, and is serving his thirteenth year on the Board of Trustees for the Texas A&M-Kingsville Foundation.
Fogle serves as chair of the Agricultural Advisory Committee for the Caldwell County Appraisal District, is an active member of the Caldwell County Republican Party, a life member of the National Rifle Association and Texas State Rifle Association, an amateur radio operator, and a pilot. Fogle is a member of the First United Methodist Church-Lockhart, where he is a certified lay speaker and serves as the vice-chair of the Board of Trustees. Fogle will serve on GBRA’s Board of Directors through February 2014.

Margaret M. Grier of Kendall County is the author of Grassroots Women and owner of the Wingscape Press. She has served on the Kendall County Advisory Board, the Friends of Cibolo Wilderness, and the Boerne Public Library Foundation. She currently serves on the board of National Federation of Republican Women, and the Hill Country Daily Bread. Grier is also an elder for St Mark Presbyterian Church in Boerne, her home town.
Grace G. Kunde, Director

Ms. Kunde received a B.A. in accounting from Texas Lutheran University and a law degree from St. Mary's University School of Law. She is a private practice attorney in Seguin and a member of the College of the State Bar of Texas, the San Antonio Bar Association, the Bexar County Women's Bar Association and the Guadalupe County Bar Association. Ms. Kunde volunteers her time to church, civic, and political activities. She is a member of Redeemer United Church of Christ, the Seguin Rotary Club, a member and former president of the Guadalupe County Republican Women and a former Guadalupe County Republican Party Precinct Chair. She previously served on the Board of Directors for the Comal County Children's Shelter as Treasurer and President and member of the Advisory Board. Her term on the GBRA Board will expire Feb. 1, 2009.
Arlene N. Marshall, Director

Mrs. Marshall serves as president of the Calhoun Economic Development Corporation. She earned her bachelor of arts degree from the University of Houston in 1963. Marshall served as a former judge for Calhoun County. Marshall serves as a director for the Workforce Solutions of Golden Crescent Board, the University of Houston-Victoria President’s Regional Advisory Council, the Victoria College Foundation Board, Victoria College Calhoun County Center Advisory Board, and the Trinity Shores Board.
Frank J. Pagel, Director

Mr. Pagel lives in Tivoli on a farm that has been in his family for three generations. He is a graduate of Texas A&M College with a B.S. in Animal Husbandry and has been actively involved in agricultural production since 1957. Mr. Pagel served in the United States Air Force as an instructor pilot for the 3558th Combat Crew Training Squadron and formerly owned and operated Progreso Aviation as well as a commercial aerial application business.
Mr. Pagel is a temporary board member of the Refugio County Underground Water District. He has served on the Refugio County Farm Service Agency committee for twenty years and is the current FSA county chairman. He was named Man of the Year in Agriculture by the Texas County Agricultural Agents Association in 1967. Pagel has been the County Chairman of the Refugio County Republican Party since 1996. In 1998 and 2000, he was Refugio County manager for Congressman Ron Paul's campaigns and a county delegate to the Texas Republican Party State Conventions. He is also a member of the Texas A&M Century Club and Former Students' Association.
James "Jim" L. Powers, Director

Mr. Powers is a consultant for Stellargy Service, LLC. He attended Southwest Baptist University in Bolivar, Missouri. Prior to becoming county judge, Powers was the director of Family and Marriage Resources, and along with his partners, owned several Popeyes Restaurants and convenience stores in the Austin area.
During his tenure as Hays County Judge, Powers served on the CAMPO Board Executive Committee, Co-Chaired the Executive Committee for the Regional Water Quality Planning Board, and led the negotiations with LCRA and GBRA in bringing surface water to Hays County. In addition, Powers procured the 2nd largest grant in the nation from the federal government for conservation planning and protection of native wildlife and water quality to create the Habitat Conservation Plan. His term on the GBRA Board will run through February 2014.
