SEGUIN-The Guadalupe-Blanco River Authority (GBRA), Canyon Lake Water Service Company (CLWSC) and City of Bulverde, Texas (Bulverde) today announced an agreement to transfer from GBRA to CLWSC certain water supply facilities and contractual rights to enable CLWSC to acquire the Certificate of Convenience and Necessity (CCN) to provide municipal water supplies for the Bulverde service area, pending approval by the Texas Commission on Environmental Quality (TCEQ).
The terms of the CCN transfer were unanimously approved by the Bulverde City Council at their meeting on the evening of Tuesday, September 9. GBRA will provide the treated water supply to CLWSC for distribution within the Bulverde service area.
"GBRA initially helped Bulverde obtain the CCN and we have long been concerned about water supply to the area," said Bill West, general manager for GBRA. "We are glad to see that the citizens of Bulverde will now have a retail water system in place ensuring reliable water service to schools, businesses and residents. We have a good working relationship with Canyon Lake Water Service Company and look forward to serving their needs as they manage the retail water service for Bulverde and other communities in the area."

The Bulverde City Council action approves the termination of the existing contracts between the City and GBRA, transfer of the CCN from the City to CLWSC and transfer of distribution system assets from GBRA to CLWSC.
TCEQ approval of an application for CCN transfer typically takes 120 days during which time the status quo will be maintained with no exchange of assets, payments, or the CCN.
Upon TCEQ approval of the CCN transfer, all assets and appropriate payments will be made and thereafter CLWSC will be responsible for retail water service in the Bulverde service area. CLWSC is the operating name for SJWTX, Inc., a subsidiary of SJW Corp.
